CitiFest is a non-profit organization that was created in 1987, and holds a charter with the city of Toledo to provide entertainment in the downtown vicinity. CitiFest was originally funded by taxpayer dollars, but is now mainly financed through public and private sector sponsorship. Some of the more popular events include Ribs on the River, RiverFest, firework displays, and the Rock, Rhythm, and Blues Festival. With the return of mayor Carty Finkbiner, has also come the return of Rally by the River. Rally by the River used to draw quality music acts down to Promenade Park on the weekends (and thousands of people as well), but the event planning fell through the floor and everyone stopped coming. Currently, Rally by the River has not made the comeback that mayor Carty Finkbiner was looking for. The city needs to splurge and finally get a real band (enough of the groups that were famous 30 years ago, and half of members are now deceased). Having a real band timed up with when the University of Toledo and Bowling Green State University are in session would make for a blockbuster event by Toledo standards.
